how to attach flashing to stucco.

Howdy folks, in this video the contractor Installed a Z flashing over a horizontal existing stucco rather than break out the old and existing stucco.
This is an option, folks often ask me if this is a good idea. There was a wood belly band, where he installed this Flashing. I looked at it a week air so prior and did not see any paper worth salvaging, My advice was to install a Z flashing as long as the wall does not leak or to be prepared to break out the entire wall as the home is over 70 years old and no telling if he started to break out that he would find any paper in suitable condition for the new paper to tie into.
Me lovely wife just happened to be bringing us our favorite lunch at the time.
