Here are some tips for applying stucco scratch coats: 
Thickness, the scratch coat should be at least 3/8 in thick. A thicker or thinner coat is not a deal breaker. After all you have to apply another coat which can be thinner or thicker depending on your first coat. The scratch coat should have a peanut butter-like consistency. Not too much sand or cement. We use three times the sand to every one part Portland cement stucco.  Application method: Use horizontal strokes to create a key for the next coat to absorb and adhere to. Curing the traditional way was 48 hours.  These days it depends on the same day stucco’s purchased
The cure time will vary depending on the product used. 
 A scratchers technical name is scarifier.
